I can't remember if it placed a festival grounds. I haven't tried it, but quite sure that all will be the same. You can place a school and then everything should be normal. Ideally, yes, you can marry and move in households in the future.
First time that's happened to me, though I guess it's happened to other players with the University Life expansion. I met his baby-mama (they had a custom-made baby at the future hospital) and brought her into the household, but when I brought them back to the past (home world), there were no proposal options at all. You aren't restricted at all in buying future items in the past, or past (antique, lol) items in the future. The entire catalog is available in Buy mode, both in the future and in the home worlds. Even had a baby there (in-vitro) and brought it back with me to the home world. I haven't found anything I can do in my home world that I can't do in the future.
Many of the same jobs are there, and there is the new astronomer path, plus you can become self-employed as a bot builder. The newspaper had the option to adopt a pet from a shelter, while in the future. I didn't see any strays in the future world, but there were numerous critters like the lizards, snakes, etc. I don't know if you can bring your pets (I didn't try), but I think you can. You can edit the town just as you do your home world.
Though if you have kids, you'll need to place a school, and while there are jobs to be had (including new career path of astronomer), you would have to place other buildings for employment like fire stations and movie studios. You can buy a house and live there permanently if you want. There is no time limit at all to stay in the future. It might take a few real-time minutes before it happens, but it will happen on your home lot in any of the worlds, both store-bought and those that came with expansions.
